How can we get our 2002 RAV4 to pass an emissions test without replacing the catalytic converter?

We are getting high NOx and it has not passed 3 times. We have cleaned the air filter, MAF, injectors, put in Premium gas and new spark plugs. This vehicle was mistakenly filled with diesel fuel and ran until it stalled some time ago. It was thoroughly cleaned and ran well since. (The owner cannot afford a new catalytic converter.)How can we get our 2002 RAV4 to pass an emissions test without replacing the catalytic converter?
ARRRRRRRRGH. You never get crappy american diesel (and I'm an american) out of the system once you screw it up short of replacing the system. If our diesel had any more sulfur and crap in it, our cars would run off sulfur first.

That being said, run a few bottles of LUCAS INJECTOR CLEANER through the engine and see if it'll soak the crap out.

The next step up is to soak "seafoam" or "subaru upper intake manifold cleaner" into the car. It smokes like a banshee when you do this but it cleans the engine with a vengeance. I generally don't recommend this because it cleans ALL the oil products out of the engine including the engine oil itself but in your case, it might me what you need to do. Pour some into the intake manifold, put a bit in the gas tank and drive it around. CHANGE THE OIL AFTERWARDS.How can we get our 2002 RAV4 to pass an emissions test without replacing the catalytic converter?

Find a mechanic who will run a different vehicle on the emissions machine and say it was your RAV4. He may want you to spot him a little extra cash though.
