Is it legal to sell a car without a catalytic converter on it in Ohio?

I bought a blazer 2 weeks ago, when I got it home the "check engin" light came on. When I took it to get looked at I was told there was no catalytic converter on it.Is it legal to sell a car without a catalytic converter on it in Ohio?
